Professional Interests

Optical aspects of solar energy collection, especially natural lighting and other active and passive solar energy techniques. Energy-efficient electric lighting and daylighting. Optical system design, development, and testing, especially optical systems for solar illumination. Energy and environmental policy analysis and writing and teaching on environmental subjects, including climate change and global warming policy.

2000-present. Research Physicist, SunPine Consulting. Optical system design, solar optics, computerized ray tracing of complex optical systems, and the design of light-piped sunlighting systems..

1976 - 2007. Principal Research Scientist and Program Director, Buildings Research Division, Florida Solar Energy Center, a research institute of the University of Central Florida. General duties included: scientific research and contract management. Principal past projects: Project Manager on studies of 1) the opportunities for gas and electric utility involvement in solar energy, 2) the ocean thermal energy resource potential of waters surrounding the state of Florida, 3) the long-term performance and durability of solar collectors, 4) the performance of solar domestic hot water systems installed in Central Florida residences, 5) residential window shading studies, 6) ray trace simulations of complex fenestration system optical performance, 7) calculation of the positions of date and time markings on the wall and floor of the western hemisphere’s largest modern sundial in a Disney office building at Lake Buena Vista, 8) the development of a draft calculational standard practice for rating the solar gain and visible transmittance of tubular daylighting devices, and 9) general research on the energy and illumination performances of fenestration systems of many kinds. Author of a popular introductory textbook in radiometry and photometry.

1973 - 1976, Research Scientist, Hydrology and Oceanography Branch, NASA/Goddard Space Flight Center, Greenbelt, Maryland. General duties included the application of the principles and techniques of oceanography and optics to the NASA Earth Observations Program. The work centered primarily on the development of instrumental and mathematical techniques for the remote sensing of a variety of chemical substances including pollutants and biological organisms in natural waters from space. A theoretical model of the optical processes taking place in natural waters was developed which yields predictions of the water color spectrum emerging from beneath the water surface, based upon knowledge of the downwelling spectral irradiance of sun and sky light falling on the surface and the optical properties of the particles and dissolved substances contained in the water.

July 1966 - August 1967, and June-August 1968, Development Engineer, Apparatus and Optical Division, Eastman Kodak Company, Rochester, New York. Duties included both systems analysis and optical system testing technique development. Designed and built a holographic differential interferometer for change-testing of large optical systems.

Summer 1964, Lab Assistant at the Southwest Center for Advanced Studies near Dallas, Texas. Assisted in the design and construction of a grille spectrometer for spectroscopic observations of the night sky. (Applied Optics, 5, 1139 (1966)).

Past Research Experience

Designed and built a ten-pass holographic differential interferometer for plasma diagnostics at the University of Miami. Performed the laboratory work for a paper by Dr. J.G. Hirschberg on a technique of thermal imaging using holography (Applied Optics, 9, 761, 1970). Designed and built a multi-channel laser light scattering meter as part of dissertation research. Investigated light scattering by marine phytoplankton.

At NASA/Goddard Space Flight Center, designed a two-channel laser light scattering meter for oceanographic use, which was subsequently built at GSFC and was used in several experiments involving measurements of the two-degree and ninety-degree scattering functions of natural waters. Received a patent for this device, October 11, 1977.

The two-channel scattering meter was subsequently put aboard J. Y. Cousteau’s ship, the Calypso, for a five-month series of measurements performed, under the direction of Professor Sayed El-Sayed, by Texas A&M University graduate students, in the Gulf of Mexico and the Caribbean Sea. This experiment took place between November 1974 and February 1975.

In September 1975, provided scientific coordination and direction for a joint NASA/Cousteau Society experiment in the Bahama Islands. The Cousteau vessel, Calypso, and a vessel chartered from the Johns Hopkins Applied Physics Laboratory, the Beayndon, rendezvoused in clear, shallow waters at selected locations in the Bahamas and performed measurements of water depth, water transparency, and bottom reflectance. Using an image processing computer at a General Electric Company facility in Maryland, the satellite data was used to generate preliminary bathymetric charts of the areas surrounding the Calypso and the Beayndon for later comparison with the data collected by these vessels. One of the goals of the experiment was to determine the maximum depth of penetration of LANDSAT-2 imagery when the sensor is placed in high-gain mode. This depth was found to be approximately 30 meters in clear water. This and other results of the experiment were used to help determine the optimum design for future satellites in the LANDSAT series.

Designed a variable path spectral transmissometer covering the solar spectral range, for laboratory studies of the spectral transmittances of natural waters of varying turbidities.

Honors, Awards, and Appointments

Elected to Sigma Pi Sigma, national physics honor society in 1964; associate membership in Sigma Xi, scientific research honorary in 1965, and to full membership in Sigma Xi in 1975. Held a two-year NASA graduate fellowship and a one-year NSF fellowship at the University of Miami, 1967-1970. Appointed in 1974 as the Federal Government representative to the Ad Hoc Council for Red Tide Research, created by the State of Florida Legislature to advise it as to needed red tide research in Florida. Appointed to the Marine Resources Panel of NASA’s Earth Resources Program Office. These positions held through January 1976.

Received a National Aeronautics and Space Administration Certificate of Recognition, 12 July 1976. Appointed to the Energy Element Policy Advisory Committee of the Florida Division of State Planning in 1977 and elected to the Boards of Directors of the Indian River and Florida Audubon Societies in 1976 and 1977, respectively. Chairman of the Board, Brevard Community for Individual Education, 1981-84. Served as Vice Chairman of the Board of Florida Audubon Society in 1980 and 1981. Chairman of the Board, Brevard Community Band 1985-86. Founding Vice President and Director, Earth Ethics Research Group, Inc., 1988-1989, 1991-92.

Florida Solar Energy Center Researcher of the year Award 1986, College Award for Excellence in Research 1986. U. S. Delegate to Technical Committee 3.07 on International Collaboration in Daylight Availability Measurements of the Commission Internationale de l'Eclairage (CIE), the International Lighting Commisssion, 1983-1991. Chair of CIE Technical Committee 6.17 on the spatial and temporal variability of radiation exposure and human behavior, 1987-1990.

Based on my visit November 2016 to Washington for lobbying on Capitol Hill,
and I'm encouraged from visiting three Republican representatives' staffers
and two working for Republican senator Rubio, that, with persistence from CCL,

climate change and actually get something useful done. Question is, will it be too
late by the time that occurs?
